Add the fennel seeds, cumin seeds, coriander seeds, black peppercorns, cinnamon stick, black cardamom, green cardamom, cloves, bay leaves, and star aniseed to a dry blender or spice grinder.
Blend the whole spices until they turn into a fine powder. Make sure the mixture is smooth and there are no coarse bits left.
Transfer the freshly ground whole spice powder into a clean, dry mixing bowl.
Add the chilli powder, Kashmiri chilli, ginger powder, and turmeric powder to the bowl with the ground whole spices.
Mix everything thoroughly using a spoon or whisk, ensuring all the spices are evenly combined.
Your homemade Nehari Masala is now ready to use. Store it in an airtight container away from moisture and direct sunlight.
